In 1997, the member nations started a council based on ¡°General Principles of Food Sanitation¡± about the safety production system of consuming fruits & vegetables in its fresh state; July 1st, 2006, the main conference ratified the production-handling standards about fruits & vegetables.
¡Ø Livestock goods (milk & lactic goods, eggs) are in primary state (2nd, 3rd state)
 
FAO (Food & Agriculture Organization) mentioned that the existing policy for food safety insurance has met its focus on the intermediate stage of excluding production and consumption, which eventually incurred to food-related diseases such as the ¡®mad-cow disease¡¯, which has occurred from polluted feed. Presently (Apr. 2003), they have emphasized on the necessity of inducting the ¡°Food Chain Approach¡±, a way to provide safe food to the consumers away from various pollution routes such as chemicals, microbes, etc.
¡Ø Food Chain Approach: Food safety precautions made to manage all steps from food production to consumption systematically and clearly made public
GAP is the primary principle of agro-livestock industry such as soil-water management, agro-livestock production, preservation, processing, waste disposal, etc. as mentioned in the FCA.
 
 
As a system made to meet the requirements of food safety for the exporting country, they are promoting to GAP induction, and the government is positively intervening for the improvement of the underdeveloped produce management system.

¡Ø Management Of China
The Department of Agriculture and National Quality Management and Quarantine Central Office settles the standards, and the Agricultural Quality Safety Center is in charge of the unpolluted produce (GAP) certification.

Each country is inducting the GAP system for the security of food safety, and they are using GAP as their system for security of food safety when exporting produce.
