Though each country has a difference in concept and application of Traceability, the interest in food safety arises after the ¡®mad-cow disease¡¯ incident. Starting with Traceability of livestock goods, it expands to agricultural goods. Produce Traceability Management Defined in Foreign Countries - EU(EU Food Order, 2002): Food, animal feed, livestock goods and their raw materials are to be traced and examined through all steps of production, manufacturing, distribution and etc. - Japan: Tracing food and information at each step of the food chain (production, treatment-manufacturing, distribution-merchandise) - Codex, 2004: The ability to follow the movement of a food through specified state(s) of production, processing and distribution. All the countries that are enforcing Traceability are now demanding in all imported agro-livestock goods. The induction of Traceability secured the safety of domestic consumers. It is embossing as an important subject and solution for international trade.   France as a core, Belgium, Netherlands, Ireland, Germany, and Great Britain have induced mandatory Traceability of meat products and it is spreading rapidly throughout Europe. The EU has chosen to enforce the Regulation(EC)1760/2000, Beef Labeling Regulation to all member nations starting from Jan. 2001. From Jan. 2005, all produce and animal feed have been obligated to induce Traceability, and specific standards have been given to civilians to choose autonomously according to EU regulations. EU Food Standard Code (Regulation No. 178/2002) Art. 8) ¡Ø EU Food Traceability Manual.   As a solution for the BSE infected cow incident and false inscription foods have occurred, Japan prepared the induction of Traceability in 2002. By the government choosing the ¡°Precautions of Management of Cow Individual Identification Report¡± at 2003, Traceability has become an obligation to beef. For produce, each region and item is autonomously inducting Traceability, and with Agro-cooperatives in its center, they are enforcing the Production Recording System (similar to Traceability), and they are supplying all information of each subject for the consumer to easily understand through computation.   As an exporter of GMO produce goods, USA does not apply the same Traceability system as Europe. USA has a food withdrawal program similar to traceability. Canada has Traceability inducted into their food withdrawal program.
